Kathleen B. Cudahy

Kathleen Cudahy has over 20 years of government experience, having served as Legislative Counsel to the Speaker of the City Council and Director of the Council’s Infrastructure Division, dealing with such issues as rent regulation, tax incentives, and economic development.

During 2001, Kathleen worked as a key policy advisor and strategist in Michael Bloomberg’s successful campaign for Mayor.

In 2002, she joined CMW Strategies, consistently ranked as one of New York City’s top 10 lobbying firms, and has managed numerous real estate accounts including Educational Housing Services, Vornado, Macklowe, Bloomberg, Alexico, Toll Brothers, Douglaston Development, Stellar Management, and several membership and trade organizations including the Community Housing Improvement Program, the Entertainment Software Association, the Building Trades Employers Association, the International Code Council and the National Elevator Industry, Inc.

Kathleen has served as a Trustee of Catholic Charities of the Archdiocese of New York for over 20 years. She is a graduate of Georgetown University and New York Law School.

Kathleen has also been a client of Catholic Guardian Services. Her daughter, Mary Kate, was adopted from the agency then known as the Catholic Home Bureau.

That relationship with Catholic Charities grew during her years in government starting in 1985 when Cardinal John O’Connor advocated for legislation to preserve Single Room Occupancy housing for low-income individuals, followed by years of advocacy for City funding and legislation.

Today Kathleen serves as Co-Chair of Catholic Charities’ Government Relations Committee.

Kathleen and her husband, Gabriel Samuels, live in Manhattan and Litchfield, Ct.
