Fabiola Toribio, LMSW, MS
Chief Program Officer
Fabiola Toribio serves as Chief Program Officer at Catholic Guardian Services. With more than 25 years of experience in child welfare, health care management, and social services administration, Fabiola provides executive oversight of all program divisions at the agency, including Family Permanency, Family Support, Developmental Disabilities, Behavioral Health, and Unaccompanied Children, delivering services that impact thousands of lives each day.
Since joining Catholic Guardian Services in 1997, Fabiola has held progressive leadership roles, culminating in her appointment as Chief Program Officer in 2025. She is responsible for driving organizational strategy, ensuring regulatory compliance, and advancing program quality and outcomes across a diverse portfolio of services, including foster care, adoption, mental health treatment, developmental disability supports, and immigration services for unaccompanied children. Her leadership has been instrumental in developing specialized foster care models, strengthening health home care management, and implementing trauma-informed practices that safeguard and empower children and families.
Born in the Dominican Republic, Fabiola immigrated to the United States at age 11, an experience that shaped her deep understanding of cultural diversity and the challenges faced by immigrant and minority families. She holds a Master of Social Work from New York University and a Master of Science in Organizational Leadership from Mercy University. A licensed master social worker and certified field instructor, she has mentored graduate students from New York University, Columbia University, Fordham University, Hunter College, and other NYC colleges. Her commitment to Catholic Guardian Services’ mission, to provide help, create hope, and preserve dignity, is reflected in her dedication to building stronger families and healthier communities through innovation, collaboration, and compassionate care.
